		<description><![CDATA[You are correct, there are always exceptions where answering the direct question is the wrong thing to do, however, I would still say that the default behavior should be to answer the question unless you have a very good reason.  And if you can&#039;t answer the question it is important to take the time to explain why, not just blow the person off.]]></description>
